Juuzou Megure is a veteran Police Inspector leading Division 1 of the Tokyo Metropolitan Police Department. He frequently takes charge at murder scenes, directing investigations and interrogations while commanding subordinates like Wataru Takagi, Miwako Sato, Ninzaburo Shiratori, and Kazunobu Chiba. He shows concern for his team yet displays occasional temper outbursts when situations become unpredictable. His investigative methods lean conservative, sometimes restricting flexible thinking on cases.
Early in his career, a case brought him into contact with Midori, who became his wife. This same incident left a scalp scar, leading Megure to habitually wear a hat in public due to self-consciousness about the injury's origin. He maintained professional ties with detective novelist Yusaku Kudo, occasionally consulting him and unintentionally aiding the detective development of Yusaku's son, Shinichi. After Shinichi began assisting on cases, Megure routinely sought his insights, though he typically dismissed Conan Edogawa and the Detective Boys as nuisances despite their help. He also harbors reservations about Kogoro Mouri, associating his presence with frequent murders.
During the events of *Lupin III vs. Detective Conan: The Movie*, Megure coordinated Tokyo police efforts upon learning Lupin III targeted the Cherry Sapphire jewel. He contacted Interpol Inspector Koichi Zenigata for expertise and deployed detectives Sato and Takagi to assist in securing the gem. After Lupin successfully stole the jewel disguised as Takagi, Megure oversaw the subsequent investigation and containment procedures.
In the earlier television special *Lupin III vs. Detective Conan*, Megure facilitated Kogoro Mouri's travel to Vespania by connecting him with Zenigata, leveraging their shared police academy history. This enabled Kogoro to pursue his daughter Ran, who had been forcibly taken to the European kingdom. Megure also appeared during the poisoning attempt on Princess Mira at the Sakurasaku Hotel, participating in the initial investigation before Conan identified the culprit.
