Hoshino Takanashi chairs Abydos High School's Countermeasures Committee, the Foreclosure Task Force, acting as the de facto student council to defend the institution and manage its crushing debt. As the school's sole third-year student, she previously served as vice president of the former Abydos Student Council. Her personality shifted drastically after the death of close friend and former president Kuchinashi Yume. Once an active, fierce, and feared elite during her first year, she now appears subdued, lethargic, and responsibility-averse, frequently napping and drawing scoldings from peers. She occasionally affects self-styled senility, citing back pain or commenting on underclassmen's growth.

When threats endanger her friends or school, she transforms into a valiant frontline combatant with unwavering protective resolve. This instinct sometimes leads to recklessness, like solo confrontations that risk allies. Physically, she has pink hair with a cowlick, heterochromatic blue and orange eyes, and a halo featuring a pink eye-like circle. She wears a relaxed Abydos uniform: blazer discarded, top buttons undone, loose tie, fingerless gloves, tactical brace, pleated skirt, white socks, and navy sneakers. Her arsenal includes the "Eye of Horus," a customized Beretta 1301 shotgun; the "Iron Horus" collapsible shield storing ammo and a backup Beretta 92FS pistol; area-of-effect stun attacks; defensive barriers during special skills; and passive defense enhancements.

After Yume's unexplained death, Hoshino defended Abydos alone before recruiting Nonomi and Shiroko—subduing the amnesiac Shiroko upon their encounter. Serika and Ayane joined under unclear circumstances. This isolation left her emotionally detached until the committee formed. During the 1.5th Anniversary Short Animation, she accompanied the task force to a mall sale for school trip preparations. When automated turrets caused chaos, she joined collaborative efforts with groups like the Make-Up Work Club and Prefect Team to resolve the crisis.

Her development focuses on processing Yume's loss and embracing bonds with underclassmen. Lazy tendencies endure, but renewed commitment to friends and school gradually brightens her engagement. Coerced defection to Kaiser Corporation—exploiting her trauma and combat prowess for experiments—and subsequent rescue by the task force and allies like Problem Solver 68 reaffirmed her comrades' value. These events cemented the committee's status and her place within it, evolving her from a solitary, grief-driven fighter to a leader who protects her found family and Abydos' remnants, quirks intact.
