Description
Admiral Red Terakaizo Omar commands the USR (Undersea Silence Revolution or Underwater Silence Revolution), an organization waging aggressive naval warfare against ships and ports to stop human exploitation of the oceans. He personally directs these operations from his technologically advanced submarine, the UX.

Omar maintains a family life with a wife and four children: three pre-teen daughters and an infant son named Makoto. He shows genuine affection during family interactions, contrasting his militant role and adding complexity to his character.

Strategically, Omar exploits the Peace-Keeping Navy's (PKN) lack of cohesive command procedures and tightly clustered formations during their inaugural assembly, devastating their fleet and demonstrating tactical acumen. The conflict evolves into a personal rivalry with Captain Hayami of the submarine 707, whom Red acknowledges as a skilled adversary.

Omar frames the USR's campaign as environmental protection against oceanic pollution and resource exploitation. In the climactic confrontation, the submarine 707 rams the UX, disabling its primary systems. Both vessels survive the encounter, but Omar's character arc remains incomplete following the unresolved ending of the two-episode OVA series. No further development or backstory appears in other media, including the 1997 OVA "Submarine 707: Deep Sea Fleet," which features a separate antagonist named Commander Red Silver.
