Miki Chiyoe stands as the primary antagonist, descended from the Kido lineage of shamans who once ruled Japan from the shadows. As the son of Toshiro Chiyoe, the previous Seiryu incarnation, he inherits leadership of the Kido cult to continue their centuries-old mission of restoring the shamans' power. His core goal involves performing a dark ritual to summon and control the Four Holy Beasts—divine entities incarnated in human forms—to achieve dominion. He himself is the human reincarnation of Seiryu, the Azure Dragon of the east. He orchestrates events targeting the other three beast incarnations: Genbu (the monk Gendo), Byakko (artist Kyoichi Hiyu), and Suzaku (Kyoichi's girlfriend Shiho Murase). Initially presenting himself as a sophisticated businessman, he uses this guise to manipulate others while commanding mutated subordinates and supernatural forces. After a confrontation with Kyoichi leaves him severely injured, his appearance becomes androgynous, often accentuated by makeup—a shift coinciding with increasingly cruel tactics, including psychological torment such as projecting illusions of intimacy with Shiho to provoke Kyoichi. His backstory reveals deeper manipulation: he exposes that Gendo, who opposed the cult, was actually killed by Toshiro Chiyoe decades earlier. The Gendo encountered throughout the narrative is a reanimated corpse secretly controlled by the Chiyoe family, serving as a pawn to influence Kyoichi and Shiho. In the climactic ritual in Shinjuku, he captures Shiho and extracts her soul. However, her rebelling spirit triggers a catastrophic energy release that destroys the temple, claiming his life alongside the protagonists.
