Inspector Belbo (or Bellbeau) investigates a series of mysterious mutilation killings terrorizing the local area. His inquiry draws him into Victor Frankenstein's world when Victor faces blackmail over his creation of a monster. Operating strictly within his law enforcement role, Belbo relentlessly pursues the truth behind the escalating deaths tied to the creature. After the monster—named Franken—forms a bond with Victor's daughter Emily and her blind grandfather, a forest fire claims Victor's wife Elizabeth. Belbo continues probing these mounting tragedies, ultimately leading a police force to confront the monster in the mountains. During the clash, Emily intervenes to protect Franken. Following Franken's suicide leap off a cliff and Victor's self-inflicted gunshot death, Belbo visits Franken's gravesite and observes the red scarf Emily gave the monster blowing away in the wind.
