Hiroaki Tobe is a core member of the Earth Defense Army's Far East branch Science Guard Party, recruited by Captain Akiyama for his specialized expertise. His background includes prior service in the Earth Defense Army's New Weapon Development Department, where he played an instrumental role in designing the advanced aircraft Super Mardock and contributed to various other weapon research initiatives. Holding doctoral degrees in mechanical engineering, aerospace mechanics, and electronic engineering, he serves as the team's primary technical expert and weapons developer, frequently implementing strategic modifications to equipment like the Super Mardock to enhance combat effectiveness. One notable instance involved developing a specialized harpoon inspired by observing pulp ejection from grape skins to counter deep-sea adversaries such as the Fire Badon.

This resolve led Tobe and other Science Guard Party members to directly engage Heller's soldiers without Ultraman's aid, resulting in their capture and near-execution. They were bound to pillars on a barren plain, with the giant Mac Datar poised to crush them, a crisis averted only when Hikari merged with Joneus to intervene and reveal his secret. Post-conflict, Tobe returned to Earth with the team, maintaining his role as a technical and strategic backbone. His journey reflects progression from dedicated technician to trusted field leader, consistently applying scientific acumen to adapt strategies and technology against evolving threats.
