The priest who sheltered him, secretly complicit with Black Ghost, was murdered while attempting to expose their operations, leaving Joe framed for the crime. Hunted by authorities, he was captured and forcibly upgraded as the pinnacle of Black Ghost’s 00-Cyborg project.

Enhanced with consolidated technologies from prior models, Joe possesses superhuman strength, impervious durability, and aquatic respiration. His signature Acceleration Mode propels him at Mach 5 speeds, though physical contact during activation endangers others due to lethal air friction.
