Seimei degli Abe reigns as the primary antagonist, commanding Heian-period demonic Oni from his conquered territory—formerly Heian-kyo (modern Kyoto)—while waging ceaseless war against the human realm, specifically targeting military leader Minamoto no Raiko. His appearance embodies traditional Heian nobility: pale skin, short black hair with distinctive back strands, and loose-fitting Noshi garments with a period hat.

He exhibits a cruel, domineering personality driven by existential emptiness, relentlessly pursuing meaning through conquest and challenging battles. He dismisses comforts from subordinates like Onihime and Rashiki, singularly focused on seeking worthy opponents. Learning of the Getter Robo and its pilots, he obsesses over confronting them, drawn particularly to their Getter Rays power source. His motivations extend beyond domination; he seeks validation through overwhelming victory, driving him to pursue the Getter Team across time.

A master of Onmyōdō, Seimei commands potent mystical abilities. He specializes in summoning and controlling shikigami spirit entities, manifesting them in combat or utility forms like flame-projecting crystals or restraining barriers. His signature defense is a five-pointed star barrier deflecting most attacks, vulnerable only to sustained energy assaults like the Getter Beam. His ultimate power involves merging with colossal Oni bodies: first with Onijuoh for physical supremacy in the Heian era, then with the Seimei Robo—a fusion incorporating his aides and multiple Oni—granting temporal traversal and catastrophic destructive power in the modern era.

His background identifies him as a tool of the Four Heavenly Kings (Tamonten, Jikokuten, Zochoten, Komokuten), who granted him authority over the Oni to eliminate the Getter Robo, perceived as a planetary threat. During the Heian conflict, his barrier proved impenetrable until Minamoto no Raiko performed a ritual suicide, empowering a sword to breach it. Defeated by the Getter Team while fused with Onijuoh, he transcended time to attack modern-day Shinjuku in the Seimei Robo form. This battle culminated in his destruction by the Getter Beam. In his final moments, he warned Ryoma Nagare about the inherent corruption within Getter Rays, describing them as an endless hell that consumes its users.
