Traffic Violation Chojin operates as a one-shot Devil Chojin antagonist within a traffic safety-themed Kinnikuman OVA. He targets children who accidentally cause traffic accidents, attaching brainwashing tickets to their clothing to transport them to Traffic Hell. In this dimension, Devil Chojin drive perpetually, and Traffic Violation Chojin teaches the abducted children methods to cause car accidents, annoying fellow residents Atlantis, Black Hole, and Stereo-Cassette King.

He possesses standard Chojin physiology, granting superhuman strength, speed, and durability, including the ability to grow building-sized and fly unaided, even in space.

Kinnikuman and Terryman intervene to rescue the children. Removing the tickets reverts the children to normal. During the confrontation, Traffic Violation Chojin deploys vehicular tactics, directing cars to encircle Terryman. Against Kinnikuman, he throws tires and projects burning hot lights from his body. Kinnikuman counters the lights with his Burning Inner Strength technique. Kinnikuman maneuvers him toward a traffic crossing, which instills terror in the character due to its accident-prevention function. Kinnikuman then executes an inverted Kinniku Buster, slamming him onto the crossing. The impact causes his body to melt. Despite this severe damage and melting, he appears to survive the encounter.
