A slim older man with short hair, facial wrinkles, and typically wearing a business suit, he usually maintains a smiling demeanor. This gentle appearance contrasts with his physical capabilities, demonstrated when he unexpectedly dislocated an assailant's shoulder during an altercation at the Tokyo Metropolitan Police headquarters, then promptly reset it. He acted to protect his superior, Tsubaki Iwanome, from hostile officers during an investigation into Phantom Solitaire's dirigible stunt, coordinating with colleague Ranmaru Yatsu who tripped the assailant.
Tozawa transferred into the Shinjuku Community Safety division before the series' events and reprimanded officer Kōzaburō Arase for involvement in illegal undercover operations. His duties in Comps-3 involve investigating incidents involving "troublemakers," including the Shakuzawa Building fire, the Human Knot incident, clashes with Lemmings, and Fire-breathing Bug's murder of Know. The Phantom Solitaire case became Comps-3's top priority after Solitaire's escape and aerial stunt over Shinjuku, leading to police superintendent general Jirotarou Takanosu appointing Iwanome as investigation head and necessitating cooperation with Tokyo Metropolitan Police.
Following Iwanome's instructions, Tozawa and Yatsu conducted a pre-dawn stakeout of Polka Shinoyama's residence building. They encountered and questioned a teenage girl in a raincoat standing outside at 3 AM, finding her presence unusual due to her age, the late hour, and lack of rain. Her stated reason—searching for a runaway dog with her father—was corroborated when an apparent father arrived moments later. After they left, Tozawa noted a sudden temperature drop, expressed sensing "bad vibes," and his smile vanished. Shortly after, they witnessed an explosion of smoke and balloons from the rooftop, with Solitaire clinging to a balloon pursued by enormous spectral arms. Despite Yatsu calling Iwanome to catch Solitaire in the act, they could not prevent his aerial escape. Lacking legal authority to blockade the building, they remained on-site until morning.
Tozawa's loyalty to Iwanome extends beyond routine police work. He maintains covert contact with mediator Lisa Kuraki, stemming from her grandfather Luis Kuraki saving Tozawa's wife in the past. This connection facilitates his provision of information regarding Chief Superintendent Habaki's activities to protect Iwanome from potential threats within or related to the police hierarchy. He is observant of colleagues' behaviors, noting Yatsu's hesitation to answer personal phone calls during work hours and silently observing when Yatsu eventually stepped away to take a call, though he did not comment.
His surname Tozawa combines "door" (戸) and "marsh" (沢), while his given name Danjō means "correction" (弾正). The character debuted in Chapter 30 of the manga, though his name appeared earlier in Chapter 21. The initial spelling "Danjo" was later corrected to "Danjō" in the volume release.
