Primarily providing comic relief, Matsumoto's overt perversion manifests in constant ogling of the sisters' breasts; this distraction consistently undermines his own schemes.

He actively participates in Hokuroda's plans, frequently employing disguises or direct confrontation. Examples include posing as a Chinese takeout delivery person while using exaggerated "Engrish" speech patterns and later attempting to infiltrate the sisters' bath time wearing a poorly articulated latex bath attendant mask. These disguises invariably fail to deceive the sisters for long.

His actions involve rigging traps, such as a beachside changing room with a time bomb intended for Mika and substituting a volleyball with an explosive device during a game. He also directly assaults the sisters, including an attempt to force-feed them poisoned meatballs. However, his plans consistently backfire due to his incompetence or the sisters' interventions; the explosive volleyball detonates near him and Hokuroda, and the poisoned meatballs are turned against them during a chaotic ping-pong match.
