Description
Yukiji Bandō operates as the primary antagonist following Kamen Rider W's initial story. He founded and leads the organization Street within Shadow Fuuto, a hidden mirror dimension of the main city. Bandō's background includes serving as CEO of Kai Operations, a company originally focused on talent development. While leading Kai Operations, it received funding from Foundation X, drawing Bandō into Gaia Memory research alongside Ryūbei Sonozaki and Museum. This affiliation granted him access to the Aurora Gaia Memory, transforming him into the Aurora Dopant.

After Museum's defeat by Kamen Rider Double caused its collapse, Bandō left Kai Operations and established Street. His activities focused on identifying individuals with potential to become elite Gaia Memory users, termed "High Dopes." He observed Kamen Rider Double's battles, specifically targeting Dopants he deemed promising. However, he eliminated those he considered failures or "trash" upon their defeat by the Riders. This selective culling revealed his god complex and calm ruthlessness; he viewed himself as an angelic judge of potential, rejecting Philip's characterization of him as a devil.

Bandō actively pursued Tokime, an amnesiac woman linked to Street and Shadow Fuuto, seeking to recapture her due to her significance to his plans. He orchestrated conflicts involving Street members like Kazuha Gojo (Scream Dopant) and directly confronted both Kamen Rider Double and Kamen Rider Accel. His ultimate goal involved creating a perfected city within Shadow Fuuto exclusively inhabited by High Dopes, representing the next stage of Gaia Memory evolution. This ambition stemmed from his extensive knowledge of Gaia Memories and belief in their power to elevate select users.

The narrative expansion within "Fuuto PI: The Portrait of Kamen Rider Skull" explores events predating Bandō's rise, specifically the "Begins Night" incident detailing Sokichi Narumi's (Kamen Rider Skull) mission and death. Bandō is acknowledged within this prequel context, though the film primarily focuses on establishing the origins of Kamen Rider W, positioning Bandō as part of the established future threat rather than a central figure during these earlier events.
