Joe Brown, known as Webmaster Joe, is a twelve-year-old human and the webmaster of the Battle Brawlers' Bakugan website. He uses Bakugan of the Haos attribute, including Haos Robotallion, Haos Siege, and Haos Ravenoid—though the last was never deployed in battle due to his collapse.
He is first introduced hospitalized after a collapse, initially thought to be caused by low blood sugar but also speculated as epilepsy, possibly triggered by sensory overload from Bakugan brawling. He is healed and awakened by Wavern, a Bakugan holding the Infinity Core, who uses positive energy to revive him. Wavern then becomes his partner.
Joe created the website documenting Bakugan activity and rankings, leading Dan Kuso and Shun Kazami to be among the first members. Suspected of being a spy for Masquerade due to his access to the Brawlers' activities, he receives a hospital visit from the team. There, he brawls with Dan for the first time, growing excited and interested, but collapses during the match, prompting Wavern’s intervention.
After joining the Battle Brawlers, he defeats Masquerade one-on-one using only Wavern, becoming the first to achieve such a victory. When Masquerade’s Dual Hydranoid evolves into Alpha Hydranoid, Joe is challenged again for the Infinity Core, but Dan intervenes and battles in his place.
A pivotal moment occurs when Wavern sacrifices herself so Drago can take the Infinity Core. Joe deeply feels the loss of his friend. By the end of the first season, he is in a romantic relationship with Chan Lee.
His involvement in later series is minimal. In Bakugan Battle Brawlers: New Vestroia, he appears only in a group picture from the first season, shown by Dan. He does not physically appear or receive mention after the first season, a fate shared with other secondary characters.
Throughout the first season, he is also known for listening to the Battle Brawlers' web chats without actively participating.
