Charlie is an elderly, bespectacled, and bearded bartender running the "Pink Elephant" bar in the neutral Ribo colony (Side 6). He has spent his entire life within the colony, becoming deeply rooted in the community. His bar functions as a vital social nexus, granting him access to sensitive information which he gathers and relays.

He maintains a friendship with Hardie Steiner, captain of the Zeon Cyclops Team commando unit. Utilizing his local connections and information networks, Charlie provides intelligence to the Cyclops Team, specifically leaking the location of the Earth Federation's secret Ribo base to team member Gabriel Ramirez Garcia. Despite aiding Zeon operatives, Charlie harbors reservations about their cause. He perceives the futility of Zeon's efforts in the One Year War and urges Steiner to abandon his mission and sever ties with Zeon. Steiner rejects this counsel.

After Operation Rubicon fails and the Cyclops Team is eliminated, Charlie meets Bernard Wiseman, the sole survivor. During this encounter, Charlie reveals critical information to Bernie: Zeon leadership, undeterred by the team's destruction, plans to proceed with a nuclear strike against the Side 6 colony as retaliation for its perceived collaboration with the Earth Federation. This disclosure directly triggers Bernie's final, desperate actions.

Charlie serves as an information broker with conflicting loyalties, defined by his long-standing colony presence and pragmatic grasp of the war's realities. His actions, driven by a desire to protect his home rather than factional allegiance, directly influence the plot through his warnings and intelligence sharing.
