Originating in Fujio Akatsuka's *The Genius Bakabon* and recurring across multiple titles via Akatsuka's Star System, the character formally designated "The Police Officer with the Connected Eyes" is commonly known as "Honkan-san" or simply "Police Officer." His prominence led to reuse in series lacking other established characters.

Honkan possesses distinctive wide eyes appearing as one connected eyeball, an upturned nose with a single central nostril, and a sizable underbite. His hairstyle often forms a "sprout" shape but varies. He consistently wears a police uniform unless depicted off-duty or in non-law enforcement roles.

Personality traits include a short temper, frequent gunfire to announce arrests or threaten punishment for minor perceived offenses, and fixations on food, money, and lust—often directed at attractive individuals, usually women. Career ambition drives his actions, sometimes at any cost. Honkan exhibits lewd, voracious, and clingy behavior, frequently resulting in failure due to foolhardiness or external interference. He harbors disdain for children, including his biological offspring, leading to neglect or abuse. His sons appear across stories: Isamu dies after fabricated complaints create medical chaos and his genuine illness is ignored; Temeo is used as bait and murdered by Honkan to frame a criminal; and a brood of "100 dozen sons" is cannibalized after being pawned off on others. Despite frequent job termination for misconduct, reinstatement typically occurs by the next story. Contradictorily, Honkan occasionally demonstrates loyalty and justice in police duties. Honkan's sexuality and gender expression fluctuate. While often portrayed as a heterosexual male with inappropriate lust toward women, Akatsuka experimented: stories depict closeted homosexuality, attraction to men, or gender nonconformity. In *Let's La Gon*, a diary entry conflates homosexuality with cross-dressing, presenting Honkan desiring to be a "full-time woman" while fearing exposure. One *Bakabon* gag shows emasculation via testicle removal to adopt effeminate mannerisms. The character sometimes assumes female roles in 1970s stories but may also occupy gender-neutral roles like King Wa in the "Aihue Kingdom" arc when plot demands.

Recurring relationships involve conflict: Bakabon's Papa torments Honkan with pranks causing humiliation, maiming, or suicide (later reversed). Encounters with Kaoru-chan, a gruff but sensitive gay man from *Tensai Bakabon*, result in mutual romantic attraction and marriage in multiple stories. Kaoru's mother once arranged matchmaking that failed when the woman, a lesbian, rejected him. Family includes a younger brother promised but never introduced due to story changes, and a sister appearing in *Lied Comic Nyarome*; she reports bullying to Honkan but receives physical retaliation instead of aid.

Origin stories vary but consistently involve a love of firing pistols leading to becoming a neighborhood police officer—though sometimes part of a larger organization. Prior occupations include hunting. Despite expert guidance skills, a bone-headed, passionate nature complicates daily duties.

The character appears in the 1988 *Osomatsu-kun* anime as a recurring figure. In regional adaptations like Spain's *Cosas de Locos*, he retains the name "Sr. Honkan" without significant alterations beyond localization context.
