Description
Zelada serves as a primary antagonist, a powerful Semanian mage. He controls dead bodies overdosed on "fairy dust," using them as puppets to orchestrate violence and chaos. His magic leaves detectable traces of "evil latena."

Physically, he appears as a wrinkly elderly man with curved ears, a shaven head, a vertical scar near his left mouth, and distinctive white eyes. He typically wears glasses, earrings with tassels, a wide-brimmed red hat, and red clothing.

A decade before the main events, Zelada nearly annihilated an entire military unit in Semanian territory; Kei Matoba was among the survivors. This massacre forged a lasting connection of vengeance between them.

Personality-wise, Zelada cultivates a facade of modesty and obedience towards his employers, masking his true nature as a cunning, manipulative strategist. His core motivation stems from a fear that peaceful coexistence will lead to human overpopulation overwhelming Semanian society through uncontrolled immigration. To prevent this, he seeks to incite mutual hatred and war. He collaborates with corrupt human figures like Police Chief Jack Roth and FBI Agent Ronald Chan, orchestrating false-flag operations, assassinations of political moderates, and terrorist attacks designed to inflame racial tensions.

Zelada's actions result in numerous deaths. His confirmed victims include Detective Rick Fury (neck snapped by a controlled corpse), Antonio Alvarez (stabbed in his home by an undead assassin), 31 unnamed soldiers (killed in the flashback massacre), an unnamed police guard, and Nathan Kahns (shot under Zelada's remote control). Kei Matoba succumbed to injuries inflicted by Zelada but was later revived, making this death debatable. The total attributed kill count stands at 38 individuals. His methods involve remote manipulation, utilizing fairy bombs to transform living people into puppets or commanding corpses to commit violence, including suicide.

Zelada meets his end during a confrontation. Tilarna Exedilica shoots him multiple times. While wounded and distracted, Kei Matoba seizes Tilarna's sword and decapitates him, ensuring his demise. His death occurs amidst artificial rain from activated sprinklers during the indoor battle.

He employs tactics involving illusions and disappearance to evade capture when situations become unfavorable, reflecting a tendency towards self-preservation. His ultimate reaction upon being bested is one of disbelief.
