Despite imprisonment, he frequently breaks out to perform hero duties. He possesses a flamboyant, openly homosexual personality, expressing romantic or sexual interest in attractive male heroes and criminals, incorporating apprehended criminals into his "harem." He stands 220 cm tall with a massively muscular build, blue eyes, black hair in a small afro, and a distinctive "butt chin." His standard attire is a blue and white prison jumpsuit with a ball and chain on his right leg, though he sometimes wears other clothing like a hand-knitted sweater. His abilities focus on superhuman physical attributes, quantified by Hero Association ratings: stamina 8, intelligence 4, justice 6, endurance 8, power 7, popularity 7, effectiveness 8, fighting ability 8. His combat style features progressively developed techniques under the "Angel" motif. Early demonstrations showed him effortlessly breaking Smelly Lid Prison's walls and outrunning guards. During the Sea Monster arc, he confronted Deep Sea King after the monster defeated Stinger and Lightning Max. When the monster destroyed his sweater during a partial power-up, Puri-Puri Prisoner activated "Angel ☆ Style" and launched "Angel ☆ Rush," a rapid chain of blows. The attacks proved ineffective, and Deep Sea King countered with heavier strikes, kicking him out of the battle. Later, he visited the hospitalized Stinger and Lightning Max, offering them "Angel Shots," though they fled. In the Alien Conquerors arc, he joined the S-Class battle against Melzargard. Learning from his fight with Deep Sea King, he debuted "Dark ☆ Angel ☆ Rush," delivering lethal blows. He pulverized one of Melzargard's heads, restrained the alien's limbs, and used "Angel Dash" to escape the crashing ship. His capabilities expanded significantly during the Monster Association arc. He defeated the Demon-level Free Hugger using "Angel ☆ Hug," ignoring the monster's needle attacks. Confronting multiple monsters in their headquarters, he withstood combined assaults (electric, freezing, parasitic, heat, gas, sonic, venom) using "Angel ☆ Hug." After the Demon-level Baquma absorbed these monsters and fired a combined blast, Puri-Puri Prisoner endured the attack. He later encountered the Dragon-level executive Nyan, who slashed him with "Feline Retribution." To pursue the fleeing Nyan, he developed "Angel ☆ Crawl," swimming through solid ground by combining "Vibration ☆ Angel" and "Angel ☆ Bristle Armor," though he accidentally crushed most of the convicts he aimed to save. While exploring the base, he discovered an imprisoned Garou. Upon attempting aid, Garou awakened and attacked. Despite activating "Angel ☆ Bristle Armor," Puri-Puri Prisoner sustained significant damage and was defeated. Later, he used "Angel ☆ Crawl" to locate and rescue Child Emperor from rubble and assisted in transporting injured heroes during surface battles. He also employed "Vibration ☆ Dark ☆ Angel ☆ Rush" against the fused Psykos-Orochi. Additional feats include no-selling razor blade cuts while asleep, pushing aside falling debris with "Angel Pitter-Patter," and tanking a punch from a monster stated by Yusuke Murata to be as strong as Deep Sea King before defeating it with "Angel Rush." Series creator ONE stated Puri-Puri Prisoner could defeat the Giant Crow that crashed into King’s apartment.
