Description
Phil, a hotheaded young psychic antagonist, hails from a bleak future where the 00 cyborgs’ failure to overthrow the Black Ghost organization allowed Skull to ravage Earth. In this crumbling world, humanity evolved psychic powers as a last-ditch survival tactic. Driven by desperation, Phil, his sister Rina, and allies Cain, Mii, and Nichol uncovered a journal by the late Dr. Gilmore, spurring their reckless leap through time to rewrite history. The journey claimed Nichol and warped the survivors’ bodies into frail elderly forms due to temporal strain.
Seeking aid, the group turned to Dr. Gamo Whisky—estranged father of 00 cyborg Ivan Whisky—only to fall prey to his manipulation. Gamo reprogrammed them as assassins, ordering the elimination of all 00 cyborgs except Ivan, whom he sought to reclaim. Phil’s volatile impulsivity pushed him to recklessly unleash his telepathic and telekinetic powers during clashes, accelerating his physical decay with each outburst.
Phil’s concept loosely echoes Philippe, a prematurely aged time traveler from the manga’s "People Drifting Between Space and Time" arc, but he was uniquely crafted for the 2001 anime’s "Mutant Warriors" storyline.
