Description
Olivier Vandeberme directs the Extended Management Bureau (EMS), a division of the Reconstruction Agency tasked with enforcing laws concerning cybernetically enhanced humans called Extended. She regulates Over-Extended individuals, granting operational leniency to figures such as Juzo Inui in exchange for undertaking discreet, unsanctionable missions. This arrangement allows her to circumvent bureaucratic constraints for objectives she deems necessary.
