Description
Chloe is a minor character who appears in the Miss Kobayashi's Dragon Maid series, with a more prominent role in the spin-off, Miss Kobayashi's Dragon Maid: Kanna's Daily Life. She is a human girl from the United States who becomes a close friend of the dragon child Kanna Kamui.

Chloe hails from Minnesota, where she lives with her family. Her father is the president or CEO of a large corporation, making her part of a very wealthy family. Her family estate is vast, reportedly including a pet house that is as large as the entire Saikawa residence.

Chloe first met Kanna in New York City. At the time, Chloe had run away from home following a disagreement with her parents. During her time in the city, she was attacked by suspicious men, possibly connected to a conflict her father has with the mafia. Kanna saved her, and the two spent the day together, eating hot dogs and enjoying various activities. After this initial meeting, Chloe was kidnapped by other criminals, but Kanna once again came to her rescue. Through this ordeal, Kanna revealed her true nature as a dragon to Chloe, a secret she keeps even from her other close friend, Riko Saikawa. With Kanna's encouragement, Chloe reconciled with her parents and returned to her home in Minnesota.

In terms of appearance, Chloe has wavy, golden blonde hair that she typically styles into space buns, and turquoise-colored eyes. Her outfit often consists of a pale cyan or white shirt, black skirt overalls, and brown boots with white thigh-high socks.

Chloe has a cheerful and energetic personality and often displays a big, happy smile. Before meeting Kanna, she stated she had never had so much fun with a friend and did not want to go home, suggesting she experienced loneliness despite her privileged background. Her wealth has also shaped her perspective; she once accidentally insulted the size of the Saikawa family home simply because her perception of normal wealth is on a much grander scale.

Her primary role in the story is as a friend and visitor from abroad. She travels to Tokyo to visit Kanna, experiencing Japanese daily life and culture. She and Kanna, along with Kanna's human friend Riko, go to places like Akihabara, where they explore virtual reality games, play gachapon machines, and try street foods. Her visits often culminate in events like a fireworks party on the rooftop of Kobayashi's apartment.

Chloe's key relationships are with Kanna and Riko Saikawa. Her bond with Kanna is foundational; Kanna is her rescuer and the first person to whom she revealed her loneliness, and she is the only human who knows Kanna's secret. At first, Riko viewed Chloe as a rival for Kanna's attention, but the two eventually became friends. Chloe has difficulty speaking Japanese, so Kanna often acts as an interpreter for her. In return for their friendship, Chloe once promised to send sweets from America but instead sent an entire pastry chef, surprising everyone with her family's extravagant means.

Chloe is a normal human child and does not possess any magical or supernatural abilities. Her notable abilities are tied to her social status, primarily her access to considerable financial resources, such as a bottomless credit card, which she can use to buy gifts and experiences for her friends. Her character shows development from a lonely, runaway girl to a happy child who cherishes her friendships and maintains connections across the world, regularly visiting her friends in Japan.
