Description
Tokimi exists as one of three Choushin, hyper-dimensional sister goddesses who collectively created the known universe and its multiple dimensions. She operates alongside her sisters, Washu and Tsunami, primarily residing in a higher dimension while observing and manipulating lower-dimensional realities. Her core motivation is a multiverse-spanning experiment designed to discover or create a theoretical being surpassing the Choushin in power. This experiment involves generating universal abnormalities like moving galaxies and space-time distortions to induce chaos within harmony, potentially triggering the emergence of this higher power.

Her manipulations lead directly to the creation and empowerment of the entity Z. She elevates Z after he manifests Light Hawk Wings—a divine energy signature—during the destruction of his family and civilization, an event implicitly orchestrated by her. Tokimi utilizes Z as a warrior to provoke galactic conflict, aiming to generate the disharmony needed to foster a supreme being. She explicitly forbids Z from challenging Tenchi Masaki upon detecting his unique ability to generate Light Hawk Wings independently. Z disobeys, leading to a catastrophic confrontation where Tokimi intervenes directly to stop him. Following Z's defeat and erasure by Tenchi's awakened power, Tokimi expresses regret over her handling of Z, acknowledging a potential missed opportunity for a meaningful connection similar to those her sisters developed. She subsequently rewinds time, restoring Z to infancy and placing him in a timeline where his family survives and lives peacefully, stripped of his power.

Following this conflict and reunion with her sisters, Tokimi assumes a more active role within the Masaki household. She frequently adopts a smaller, less imposing "chibi" form, displaying a more ironic and carefree personality while maintaining her enigmatic nature. She appears as a guest during the wedding ceremony of Nobuyuki Masaki and Rea Masaki, positioning herself at the altar of the family shrine. When questioned about her presence, she cryptically states it is where a goddess belongs and hints at a specific, undisclosed reason for attending, refusing further elaboration.

Her involvement extends beyond observation. She assists in removing Dr. Clay's cellular modifications from Noike Kamiki Jurai, revealing and releasing the trapped female aspect of Kagato. She also fixes time irregularities caused by recent conflicts. Furthermore, she is entrusted with monitoring events within Rea Masaki's native universe, including overseeing the destiny of Tenchi Masaki's younger half-brother, Kenshi Masaki. Tokimi transports Kenshi to the world of Geminar, promising to save his life should he face mortal peril, but imposing the condition that he can never return to Geminar afterward. She bestows a protective charm upon him before his departure, described as potentially granting him a temporary ability to generate a Light Hawk Sword during a critical battle. Speculative connections exist between Kenshi and a reincarnated Z, and Tokimi's presence at the Masaki shrine might be linked to blessing Kenshi's birth.

Tokimi holds significant power among the Choushin sisters, often cited as the most powerful due to her role in limiting her sisters' abilities while they operated within lower dimensions. She possesses the capability to cut Washu and Tsunami off from their power. This limiter was removed during the events of the third OVA series, and its status afterward remains unclear. Tokimi is recognized as the Battlemaster of the Choushin, indicating superior combat capability. Eventually convinced by Washu and Tsunami to fully descend to their dimension, her personality initially manifests as that of an obstinate "little sister" before she settles into a more calm and appreciative existence within the universe she helped create.
