Koichi Zenigata is an Interpol inspector whose lifelong mission is the arrest of the master thief Arsene Lupin III. His background originates with the Tokyo Metropolitan Police, and he joined Interpol specifically to facilitate his global pursuit of Lupin. In Lupin the 3rd: Green vs Red, he returns to Tokyo to investigate a chaotic situation following the arrest of a Lupin impersonator for shoplifting.

The core of Zenigata's role in this story revolves around the appearance of a massive number of Lupin copycats who flood the city. Unable to efficiently process the decoys, he must attempt to identify the genuine article among a sea of imitators. His primary struggle in the narrative lies in his failure to distinguish between the real Lupin, who wears a red jacket, and a prominent copycat named Yasuo, who wears a green jacket.
