Description
Warlock stands as the primary antagonist, an ancient dragon and the final head of the Nine-Headed Dragon who commands the terrorist organization, the Nine. His appearance features gray eyes, gray wavy hair cascading to his waist, a facial scar, and a goatee, with no visible eyebrows.

Nine years before the main story, he orchestrated a terrorist attack at Tokyo's international airport, taking hostages. Targeting a young girl for ritual sacrifice, he accepted the substitution offered by child hostage Seiji Nanatsuki. Detective Luka Mizuma intervened, saving Nanatsuki but falling under Warlock's control after the dragon threatened Mizuma's brother, Kujaku Nijo. Brainwashed into becoming Warlock's personal bomber, Mizuma witnessed Warlock's eventual arrest, though the dragon remained free pending trial.

Resuming his campaign years later, Warlock directed bombers to plant explosives amplified by magic pentagrams across Tokyo's downtown. He ordered the elimination of the Special 7 unit and incited citizens to revolt against the magic ban, sending brainwashed followers to take hostages in a mall. He sacrificed these followers to summon a miniature dragon, which was defeated.

During his trial, Warlock disguised himself as a defense lawyer, using a brainwashed double in the defendant's chair. After murdering the judge with a spell, he revealed the deception, killed the double, and declared humanity had stolen the world from him. Attempting to kill a prosecutor and a woman, he was thwarted when Nanatsuki shielded the woman. Warlock then revealed his true draconic nature to Nanatsuki, claiming the young man had stolen his power during the airport attack. He psychically forced Nanatsuki to relive the event and manipulated Mizuma into attacking Nanatsuki and his partner, Shiori Ichinose.

Escaping via helicopter to the police headquarters roof, Warlock captured Sakon Kiryuin, leader of Special 7 and a former head of the Nine-Headed Dragon. He confronted Kiryuin about abandoning his draconic power, expressing bewilderment at Kiryuin's choice. Kiryuin resisted, sparking a magical duel where Warlock summoned a dragon and wounded him. Kiryuin revealed Warlock's terrorist attacks formed a pentagram targeting sacred sites, weakening protective seals and amplifying his power.

In the final confrontation, Warlock nearly killed Kiryuin before being interrupted by Nanatsuki and Ichinose. Kiryuin transferred his remaining draconic power to Nanatsuki, enabling direct combat. Despite Warlock's claims of invincibility, the Special 7 team destroyed his summoned dragon. Ichinose exposed his hypocrisy: though professing draconic supremacy, he relied on human worship for power and secretly envied human concepts of justice. Mizuma, freed from brainwashing, rejected Warlock's control. As his dragon dissipated and his power waned from lost faith, Warlock begged for death. Nanatsuki instead arrested him, and Ichinose declared he would face human justice. Imprisoned, Warlock refused to cooperate with authorities; his pet dragon was adopted by Special 7.

His personality embodies entitlement, ruthlessness, sadism, and manipulativeness, driven by a belief in draconic supremacy. He views followers as expendable, sacrificing them without hesitation. Beneath this facade, he harbored envy toward humans' capacity for justice and connection, a vulnerability Ichinose exploited to undermine him.
