Description
Mayor Oliver leads Fula City, a community sustained by its annual Wind Festival and the legendary involvement of Lugia. He is the father of Margo, a girl frequently exploring the surrounding forests.
Generations of Fula City's mayors guarded a significant secret concerning the Mythical Pokémon Zeraora. Fifty years before the current events, a forest fire ignited during a human search for Zeraora threatened the area. The then-mayor fabricated a narrative claiming Zeraora perished in the fire and cursed the mountain, a lie designed to deter intrusion and protect the Pokémon. Oliver inherited this secret upon taking office and maintained the fabricated curse story.
His daughter Margo discovered an injured Zeraora in the foothills after it saved her and two other Pokémon from a rockslide. Aware of the official lie but acting against the perceived need for secrecy, she secretly cared for the Pokémon within the forest.
During the Wind Festival, Oliver focused on ceremonial duties while Margo, driven by her protective bond with Zeraora and fearing increased human activity, stole the Eternal Flame – the ceremonial beacon used to summon Lugia – hoping to halt the festival. This act, alongside the accidental release of a dangerous Effect Spore pathogen in the forest and city by Team Rocket, triggered a crisis. Simultaneously, old forest fires reignited, threatening Fula City and its inhabitants.
Facing the dual threats of spreading spores and encroaching wildfire, Oliver coordinated the city's response. He witnessed citizens, including Ash Ketchum, Risa, Callahan, Toren, Harriet, and Margo, alongside their Pokémon partners and Zeraora, combat the disaster.
