He is determined to reverse the town's economic decline and abandonment. His primary motivation focuses on revitalizing Madakueruyobaka by actively promoting a newly discovered species of cactus found near the town, whose buds yield a delicious honey-like substance. He believes this cactus can attract tourism and business investment. His efforts result in establishing a Cactus Festival and the opening of a Futaba Shouji branch office.

Initially, the mayor exhibits a single-minded obsession with the cactus project as the sole solution, blinding him to potential risks. His character develops significantly when the cactus buds bloom during the festival and undergo a carnivorous transformation, attacking the townspeople. Faced with this crisis, he abandons his fixation and actively participates in protecting the community. During the chaos, his attempt to use explosives accidentally collapses the town's only exit, trapping everyone inside and intensifying the danger. He later shelters with Shinnosuke Nohara, providing him with food. Following Shinnosuke's discovery that water is the cacti's weakness, the mayor plays a crucial role in disseminating this vital information to the survivors.

He becomes a founding member and active participant in the "Madakueruyobaka Defense Group" formed to combat the giant Queen Cactus. He contributes to formulating and executing the plan to defeat the Queen Cactus using a large water-filled balloon. After the crisis resolves and the cactus species disappears, the Futaba Shouji branch closes, leading to the Nohara family's return to Japan. Peace is restored to Madakueruyobaka, and the Cactus Festival resumes under his leadership.
