Once Ryotsu Kankichi's childhood friend, Tiger was believed dead for ten years before shockingly resurfacing during the Kameari police officers' Hawaiian vacation, making their shared past the emotional heart of their conflict. He commands a terrorist operation aiming to devastate Tokyo using a giant UFO-shaped device that generates destructive artificial tornadoes. This plot deliberately draws out both the Katsushika police force and Ryotsu himself to confront him. Tiger personally leads his armed terrorists into combat, wielding an M60 machine gun.
