Standard, also called Stan, is an American mercenary who temporarily serves with the GHOST unit, a group formed by ex-members of Public Security Section 9. He operates alongside Major Motoko Kusanagi, Batou, Ishikawa, and Saito during their 2045 missions on the American west coast. Batou dubs him "Clown" based on his demeanor and personality.

As a GHOST operative, Standard engages in combat using cybernetic enhancements and tactical skills. Available sources detail no prior background before joining GHOST. When Section 9 reunites under Chief Aramaki, Standard is deliberately omitted from rejoining the official team. Major Kusanagi severs ties by wiping his memories of their collaboration and implanting false ones.

A contingency measure provides Standard with a password-protected file containing his authentic memories alongside his final payment. This allows potential restoration of his memories later, though this scenario remains unrealized. Following this memory alteration and separation, Standard does not participate in subsequent missions of the reformed Section 9.
