Born in Seattle, he cultivated an affinity for Japanese culture during his tenure at the U.S. State Department, serving at the American embassy in Japan until age thirty. After departing diplomacy, he remained in Japan and established a prosperous micromachine firm. His patented innovations drew the interest of Sachio Otomo, a formidable Japanese politician and Otomo Group head. Tate sold his company to the Otomo Group, rebranded as Otomo Micron, and subsequently married Sachio's daughter Akiko Otomo. This union granted him Japanese citizenship and connected him to influential political networks, catalyzing his entry into politics.

He ascended rapidly through political ranks, succeeding Yoko Kayabuki as prime minister amid speculation of nepotism due to his father-in-law's sway. However, figures like Daisuke Aramaki contended Tate possessed authentic public support as an outsider equipped to navigate Japan's economic crisis following the Synchronized Global Default. This revelation prompts him to sever ties with the American Empire, declaring he no longer represents their interests and will cease cooperation, evolving from a perceived puppet to an autonomous leader prioritizing Japan's sovereignty.

His familial ties remain integral: as Akiko Otomo's husband and Sachio Otomo's son-in-law, he operates within potent political spheres. Following Sachio's death, Tate publicly assumes chairmanship of the Tokyo Reconstruction Committee, further consolidating his administrative role amid ongoing crises.
