Dekapan is a recurring character in the Osomatsu-kun franchise. He consistently appears as a short, heavyset, middle-aged man featuring a bald head with sparse hairs at the base, a thick black mustache, and a single prominent bucktooth. His most identifiable attire consists solely of oversized, striped boxer shorts. These boxers possess a notable functional aspect, depicted as capacious enough to store various objects, including live animals, attributed to their width rather than any supernatural property.

His personality varies significantly depending on the narrative context. Often portrayed as a mild-mannered, eccentric, and good-natured figure, Dekapan commonly assumes roles such as a doctor, millionaire, or policeman, displaying altruistic tendencies. He exhibits a strong affection for animals, frequently accompanied by a pet dog or cat named "Boya." However, his character can shift dramatically; stories casting him in antagonistic roles, such as a mafia boss, depict him as colder and more cunning while retaining comedic elements. His eccentricity surfaces in scenarios where he might prioritize his pet over an adoptive child or make unusual demands, such as requesting the sextuplets study and offering him Chibita as a replacement pet.

Dekapan's background lacks a fixed familial structure. He is frequently presented as solitary, with official materials like the 1988 Kodansha publication stating he is entirely alone. Nevertheless, his role adapts fluidly to story needs. He occasionally serves as a father figure or uncle to characters like Chibita, Hatabō, or Totoko. Instances exist where he is shown with biological family members, including a wife (in two episodes of the 1988 anime) and a toddler son named Taro, who resembles him but wears pink-and-white striped boxers. These familial connections appear sporadically and inconsistently.

His speech patterns include frequent laughter, the interjection "hoe hoe" as a verbal tic, and the sentence-ending suffix "-dasu." In Spanish-language adaptations, he is known as "Gallumbos," a term referencing underwear.
