Shizumu functions as a primary antagonist. He is a member of the Kaiju Eugenicists, a group dedicated to harnessing kaiju for their goals. Roughly 5000 years before the main narrative, Shizumu and his comrades, including Gauma, employed kaiju-controlling abilities to bring prosperity to a specific nation, earning them the title "dragon controllers" from neighboring regions. This alliance fractured into mutual betrayal. Gauma, siding with the princess, killed his fellow Eugenicists, including Shizumu, resulting in Gauma gaining distinctive facial scars.
Centuries later, Shizumu and the other Kaiju Eugenicists were revived in the modern era. They view Gauma as a traitor for piloting Dynazenon against their kaiju. Shizumu and his group orchestrated kaiju attacks before directly confronting the Dynazenon pilots and denouncing Gauma.
Shizumu infiltrated Fujiyokidai High School, posing as a transfer student in the same class as Yomogi Asanaka and Yume Minami. He engaged them in discussions about kaiju, revealing that kaiju emerge from human desires and stating the Eugenicists' goal to create a world where kaiju are deemed necessary. He remained unaffected during certain kaiju incidents and was absent from the historical confrontation witnessed in the past.
Physically, Shizumu possesses relatively short stature (159 cm), light blonde hair, red eyes, and darker skin compared to his fellow Eugenicists. He typically wears a pilot-style hat and a darker-colored shirt distinct from his comrades.
Personality-wise, Shizumu presents as the most ominous and reserved member of the Kaiju Eugenicists. Having deliberately merged with the kaiju Gagula and cast aside his humanity to further the group's cause, he became emotionally detached even from his allies. He concealed Gagula's presence within himself and withheld this information from the other Eugenicists when they believed they had exhausted their kaiju resources. Instead of attempting to convert Yomogi and Yume to his worldview, he deliberately approached them to secretly absorb their emotional energy to nourish Gagula. He perceives human bonds as restrictive limitations on freedom and fundamentally fails to comprehend Yomogi's choice to value human connections over the power to control kaiju. Despite this detachment, he maintained ties with his fellow Eugenicists, allowing them to join him in controlling Gagula during the final conflict.
Following another kaiju's defeat, Shizumu abruptly left the high school. He later ambushed Yomogi and Yume, confessing he had been stalking them to feed on their emotions. He attacked them, critically injuring Gauma who intervened, defeated Knight, and unleashed Gagula to devastate the city. During the climactic battle inside Gagula, he engaged Yomogi in a conversation while Yomogi used Instance Domination, questioning why Yomogi would reject the power and freedom offered by being a Kaiju User. Unable to grasp Yomogi's affirmation of a normal human life with its bonds and challenges, Shizumu disengaged. Gagula was subsequently defeated by the combined efforts of the Dynazenon pilots and the Kaiju Eugenicists were overcome.
His abilities include:
- Instance Domination: Subjugating a kaiju through eye contact, causing it to grow gigantic. He employed this to release Gagula from within himself.
- Kaiju Empathy: Precise perception of the thoughts and feelings of kaiju he interacts with, enabling him to ascertain their capabilities.
- Gagula Symbiosis/Mergence: The kaiju Gagula resided within him, granting powers. He eventually merged with it.
- Shockwave/Light Wave: Generating a concussive blast sufficient to repel a full-grown adult.
- Barrier Generation: Creating defensive energy barriers.
- Self-Sustenance: No longer requiring sustenance or sleep.
He primarily controlled the kaiju Neophobia and served as the main controller for Gagula.
