Horrorman is a skeleton character clad in a long, tattered purple shirt displaying crossed bones on the chest. His design emphasizes protruding kneecaps, prominent cheekbones, and a perpetually visible set of teeth. Despite his initially intimidating appearance, he exhibits a happy-go-lucky, clumsy, and inherently non-malicious personality. He relishes attempts to scare others, though these typically fail due to his naturally goofy demeanor; unintentional scares occur more frequently through accidents than deliberate action. Easily influenced and struggling with social awareness, he sometimes inadvertently hurts feelings while trying to be friendly.

His speech features the recurring verbal tic "hora," which informs his name. Horrorman maintains an obsessive infatuation with Dokeen, constantly gathering flowers and food to impress her, though his efforts go unreciprocated. He frequently associates with Baikinman but does not consistently partake in villainous schemes, occasionally diverging from their antagonistic activities.

A defining ability allows him to detach the crossed bones from his chest and wield them as boomerang weapons. His origins remain largely undefined, with no concrete backstory established in the main series. The 1991 film "Fly! Fly! Chibigon" introduced him as a mentor to Chibigon, a role exclusive to movie continuity. A 2007 film featured a character named Horako claiming he was once a prince, though narrative framing casts doubt on this assertion.
