Description
Jarvis serves as the primary antagonist in the film narrative, holding the position of cabinet minister within the Azoth Kingdom's government. His central ambition is seizing control of the kingdom by acquiring and misusing Magearna's "Soul-Heart" energy source.

He possesses extensive knowledge of the Azoth Kingdom's historical legacy and its tradition of "Mystery Science." Jarvis developed an advanced variant termed "Neo Mystery Science," enabling the creation of the "Mega Wave" technique. This technology forces Pokémon into painful, involuntary Mega Evolutions, bypassing the need for a trainer's bond and compelling their obedience. A signature Pokémon under his command is a Shiny Gengar capable of Mega Evolving into a distinct white form; he utilizes it to execute attacks like Mean Look and Hypnosis to suppress resistance.

Jarvis spent years strategically cultivating the loyalty of Prince Raleigh, the young heir to the Azoth throne, by acting as his educator and advisor. This position granted him significant influence over the prince, though Princess Kimia remained consistently distrustful. He commands two primary subordinates, Levi and Cherie, who assist in his operations.

His plan initiates with the acquisition of Magearna. Upon its delivery, he deploys the Mega Wave against Volcanion and Ash Ketchum, employing his Shiny Mega Gengar alongside Mega-Evolved Alakazam and Glalie. When Team Rocket infiltrates the castle, Jarvis recruits them, providing Mega Wave bracelets and Pokémon to pursue Ash and Magearna after their escape to Nebel Plateau. Following Team Rocket's failure, Jarvis personally leads an assault on Nebel Plateau. He captures resident Pokémon, including Volcanion and Ash, subjecting them to torture within electrical machines to coerce Magearna's surrender.

After Magearna yields, Jarvis paralyzes it and extracts the Soul-Heart from its chest, causing it to deactivate. He discards its inert body and orders attacks on Prince Raleigh and others before rendering the prince unconscious via his Gengar's Hypnosis. Jarvis transports the Soul-Heart back to the Azoth Kingdom, installing it into a mechanism within the castle core. This activates Nikola's ancient design, transforming the castle into a flying fortress. When survivors approach, Jarvis attempts to fire laser cannons but discovers Magearna's spirit resisting his control from within the Soul-Heart.

During the confrontation aboard the fortress, Ash, Greninja, Volcanion, Kimia, and Gardevoir become trapped in electrical machines. Jarvis intensifies his coercion of Magearna, using Gengar's Mean Look to weaken its resistance and force it to fire the fortress laser at Nebel Plateau, causing significant distress to Magearna's spirit. After Volcanion breaks free and Ash destroys the Mega Wave jewel on Jarvis's staff, all controlled Pokémon revert to their normal forms and escape, abandoning Levi and Cherie. In a final act of retaliation, Jarvis sets the fortress on a collision course with Nebel Plateau and attempts to escape using a jetpack. Greninja disables the jetpack, causing Jarvis to crash in a forest below.

A post-credits scene reveals Jarvis survived the crash. Princess Kimia locates him and effects his arrest using magnetic restraint bands similar to those previously employed on Ash and Volcanion. His attempts to flee are thwarted by the bands, securing him for custody.
