Kenji Mitsusada, nicknamed "Koutei" (Emperor), leads Team Caesar. His surname's kanji signify "Light" and "Determination". He possesses short blonde hair, silver eyes, and typically wears a long crimson red coat, white pants, dark shoes, and a small grey pendant gifted by teammate Yuri Usui.
Initially friendly, courteous, and good-natured, Kenji maintains a gentle demeanor, viewing losses as growth opportunities. He exhibits a notable obsession with Roman history, especially Julius Caesar, inspiring his team's name and leadership style, often leading to lengthy historical lectures. He can be distractible. A significant shift occurs when "Reversed," transforming him into a tyrannical figure demanding absolute obedience, a result of accepting power upgrades at the cost of his innate justice. Leon Soryu later defeats him, restoring his original personality, after which Kenji aids in unreversing others.
Kenji started as an inexperienced rookie frequently losing cardfights at Gai and Yuri Usui's card shop. Under their guidance, he rapidly improved, surpassing both siblings to assume team leadership and inherit Yuri's pendant. He became national champion two years pre-series but lost his title to Ren Suzugamori in the first national tournament, an event that humbled him. This loss prompted him to seek collaboration with Team Q4 for mutual training, forming a strong bond.
During the VF Circuit (Season 2), Kenji faced Ren Suzugamori again in Seoul. He activated a "Superior Crossride" to summon Ultimate Dimensional Robo, Great Daiyusha under the "Stand 3" rule, securing victory through strategic unit coordination and Limit Break activation. Team Caesar lost the stage overall. Kenji then announced his retirement from tournaments to attend Singapore Institute of Technology (SIT), receiving a headband from Gouki Daimonji as a memento.
Returning from Singapore (Season 3), Kenji was greeted by Kai Toshiki, who defeated and Reversed him. As a Reversed fighter, Kenji used Dark Dimensional Robo, "Яeverse" Daiyusha, defeating Christopher Lo and Yuri Usui before Leon Soryu unreversed him using Blue Wave Dragon, Tetra-drive Dragon. In Season 4, Kenji traveled internationally, losing memories of Team Q4, leading to unfamiliarity with members like Misaki Tokura. He encountered Quatre Knights members Raul Cera and Ratie Curti, losing a forced cardfight against Ratie's Shadow Paladin witches. Yuri contacted him during this period, though he abandoned searching for Ratie and Misaki upon his team's arrival. Later appearances include starring in the film "The Chronicles of the Dimension Police" (Season 5) and being implied as the user of Great Daikaiser (Season 6).
Kenji exclusively uses Dimension Police clan decks. His initial deck focused on Enigman Storm and Super Dimensional Robo, Daiyusha, leveraging critical triggers. In Season 2, he shifted to a Dimensional Robo-themed deck centered on crossriding into Great Daiyusha. While Reversed (Season 3), he utilized Dark Dimensional Robo, "Яeverse" Daiyusha to weaken opponents. Post-reversal, he adopted Super Dimensional Robo, Daikaiser. By Season 4, his deck emphasized crossbreak riding into Ultimate Dimensional Robo, Great Daikaiser, enabling triple drive checks and superior ride sequences for direct deck access.
His cardfight record includes losses to Ren Suzugamori (Episodes 33, Dimension 10), Aichi Sendou (Episodes 55–56), Toshiki Kai (Episodes 34, Image 9, Movie), and Ratie Curti (Episode 172). Notable victories include matches against Ren Suzugamori (Episode 82), Gouki Daimonji (Episode 86), Christopher Lo (Episode 135), and Yuri Usui (Episode 136). Kenji employs distinctive chants during key plays: "Nothing burns brighter than the heart of justice! I ride Super Dimensional Robo, Daiyusha!" and "The noble hand of justice, reforged into pure darkness, Take your place! Tremble before the glorious destroyer! Here comes my crossride!
