TV-Series
Description
Kazari Uiharu is a student at Sakugawa Middle School in Academy City and a member of the student-run law enforcement organization Judgment, operating alongside her close friend Kuroko Shirai at Branch Office 177. As a Level 1 esper, her ability, Thermal Hand, allows her to maintain the existing temperature of any object she physically touches, requiring conscious focus and sustained contact. Though classified as low-level, this ability offers precise control under specific conditions. Uiharu primarily provides technical support within Judgment, showcasing exceptional skills in cybersecurity, data retrieval, and hacking. Known in the hacker community as "Goalkeeper," she created one of Academy City's top ten strongest security systems. Despite this reputation, the city's Board of Directors did not assign her to manage the public system, leading to her Judgment office possessing superior defenses compared to the central databases. Her technical aptitude extends beyond computers; she memorized an entire giant mecha piloting manual overnight and successfully applied that knowledge in combat alongside Ruiko Saten during the Dream Ranker arc.
Her Judgment career began in elementary school alongside Shirai. Their partnership solidified during a bank robbery incident where their senior, Mii Konori, was injured and Uiharu was taken hostage. Shirai teleported Uiharu to safety and subdued the robbers with covert assistance from Mikoto Misaka. A recurring influenza led Uiharu to frequently wear a surgical mask in the manga, a trait later omitted in both manga and anime. She possesses a sweet tooth, though her duties often interrupted her dessert enjoyment, a running gag resolved in the anime.
Typically presenting as shy, humble, and polite, Uiharu uses formal Japanese and honorifics like "-san" even with close friends like Ruiko Saten. However, she harbors a hidden energetic, occasionally airheaded side, particularly visible during events like the Tokiwadai Dormitory Festival where she expresses fascination with elite ("Ojou-sama") lifestyles. She maintains composure through self-imposed mental "limits," which, when absent, lead to more unrestrained behavior. Uiharu demonstrates a strong sense of justice and loyalty, remaining dedicated to Judgment despite low combat capability. She is also an animal lover, showing no fear toward Kongou Mitsuko’s pet python, Ekatrina, even playing with it.
Her involvement spans key arcs. In the Tree Diagram Remnant arc, she provided critical logistical support to Shirai, including data on antagonist Musujime Awaki and coordinates based on security blind spots. She appeared assisting a wheelchair-bound Shirai during the Daihasei Festival arc. Briefly interacting with Mikoto and playing her violin before being affected by Divine Punishment alongside Shirai marked her role in the Academy City Invasion arc. Significant development occurred during the Battle Royale arc: encountering Last Order, Uiharu assisted her in locating Accelerator. She gifted Last Order a hibiscus from her headband to encourage her, incorrectly attributing it the meaning "let’s give it a shot," an act that indirectly drew Accelerator’s attention. Later, she protected Last Order from Kakine Teitoku, enduring torture and a dislocated shoulder while defiantly refusing to reveal the child’s location. Accelerator intervened to save her, halting Kakine’s assault, showcasing her commitment despite physical limitations.
Uiharu’s design features short black hair, golden-brown eyes, thick eyebrows, and her signature artificial floral headband. This headband sparked in-universe rumors about plant control, debunked in Episode 22 of Railgun and clarified as artificial in Volume 9 of the light novel. A character with a similar design appears in Heavy Object. Trivia includes her representation as The Sun in a franchise 20th-anniversary Animate Tarot card set using artwork from Toaru Majutsu no Index Volume 8. She hails from Nishikasai, Tokyo, and despite interacting with both Last Order and Mikoto, she never noticed their resemblance.
