Description
Gōki Zenjō is a member of Scepter 4, the organization that serves under the Blue King. Within the group, he works in the Internal Affairs division and holds the position of Director of the General Affairs Division File Room, occasionally also leading training sessions in the dojo. He is a tall, muscular man with spiky brown hair and brown eyes, standing at 195 centimeters (approximately 6 feet 5 inches). One of his most defining physical traits is the loss of his left arm, which has resulted in his Scepter 4 uniform being modified, with the left sleeve knotted above the elbow. A large, prominent scar runs from the bridge of his nose down his left cheek, a mark he is sometimes seen rubbing absently.

Zenjō exhibits a dual nature in his personality. When engaging in swordsmanship or combat, he displays an intensely serious, commanding, and fearsome demeanor. However, outside of such situations, he is generally mild-mannered and reserved, even offering a light smile to visitors at his work. He tends to avoid the Scepter 4 cafeteria, preferring instead to use a small kitchenette near his file room.

The character's background is heavily defined by the events of the Kagutsu Crater incident. Before this event, Zenjō served as the right-hand man to the previous Blue King, Jin Habari, and was reputed to be a formidable fighter. During the incident, which involved a catastrophic clash ending with the Red King's Damocles Down, Zenjō lost his left arm while shielding Habari and received his facial scar. In the aftermath, Habari's own Sword of Damocles became destabilized, threatening a second, equally disastrous fall. Despite his reluctance, Zenjō made the grave decision to slay his own king to prevent another catastrophe. Following this, he was haunted by his actions and left Scepter 4, living a secluded life for over a decade and developing a deep-seated distrust of people.

His return to Scepter 4 is set in motion by the new Blue King, Reisi Munakata, who seeks him out and persuades him to come back. Initially, Zenjō's motivations for returning are complex; he stipulates a non-combat role, ostensibly due to his physical condition, but a primary, unspoken reason is his desire to observe and judge the new king. He intends to assess whether Munakata is fit to rule, and if he deems him unfit, he is prepared to repeat his tragic duty and slay him as well.

Throughout the story, Zenjō's key relationships are defined by his traumatic past and his new position. His relationship with Munakata is a tense, watchful one, with Zenjō serving as both a subordinate and a latent failsafe. He has a connection to Seri Awashima, the current right-hand of the Blue King; she consults him about the burdens of her position, to which he responds that the decision regarding a failing king ultimately rests with the current right-hand. He also maintains ties to other survivors of the previous Blue King's era, such as Gen Shiotsu. In his role at Scepter 4, he is given the task of training a new recruit, Takeru Kusuhara.

Zenjō undergoes a subtle but significant development over the course of the narrative. He transitions from a solitary, distrustful recluse to a reserved but more integrated member of Scepter 4. While he maintains a detached and observant stance, interactions with other characters hint at latent protective instincts and a dry wit, such as when he corrects Kuroh Yatogami about his cat's name. His role transforms into an acknowledged contingency measure for kingly instability, a silent observer prepared to act if history threatens to repeat itself.

Regarding abilities, Zenjō is a highly skilled swordsman with a fearsome reputation, historically known as Zenjō the Demon or the Ogre. He wields a personalized demon sword and his combat style was once described as violent and ecstatic. Even after losing his arm and taking a desk job, his skill remains formidable, and his commanding presence is apparent when he occasionally leads dojo training sessions. His ultimate and most tragic ability is his willingness to act as the executioner of his own king, a grim duty he has performed once and stands ready to perform again if a king's power threatens to bring about mass destruction.
