Hōzen Ōyama, a 14-year-old Buddhist monk from Osaka, operates as Perman No. 4, the oldest known member of the Perman team. His superhero alias is "Paryan" (パーやん), derived from his role designation.

He utilizes standard Perman gear: a helmet enhancing strength, intellect, and providing anonymity; a cape granting flight and super-speed; and a badge enabling underwater breathing and team communication.

Perman No. 4 possesses a pragmatic and strategic personality. He frequently devises well-structured plans or unconventional solutions, leveraging his superior intelligence and analytical skills compared to teammates. This pragmatism sometimes causes friction with their more idealistic approaches, though his strong sense of duty ensures commitment to shared goals. He occasionally displays materialism, openly aspiring to own a large company and accumulate significant wealth.

Despite this, he proves reliable in crises and acts as a mediator during team conflicts, particularly between Perman No. 1 (Mitsuo) and Perman No. 3 (Sumire/Pako).

In the film *Ninja Hattori-kun + Perman: Chō-Nōryoku Wars*, he participates in rescuing kidnapped psychic children taken to New York. He assists Ninja Hattori by transporting the ninja's weapons through airport customs when Hattori faces security restrictions, using his own flight capability to board the plane. He later joins the collective assault on Psychoman's New York headquarters, contributing to the combat against the villain's forces.

His background as an Osaka Buddhist monk and his aspirations for future business success remain consistent traits.
