Perman No. 4, whose civilian name is Pāyan, is the fourth member of the superhero team from the Perman series who appears in the crossover anime Ninja Hattori-kun + Perman Chō-Nōryoku Wars. He is a young elementary school boy from Osaka, and he is known within the team as a dependable and level-headed character. Like the other Permans, he received his superhero gear from the alien Birdman, including a mask that boosts physical strength, a cape that allows flight at high speed, and a badge used for communication and for breathing in hazardous conditions. From that point, Perman No. 4 functions as a supporting member of the combined hero force, helping to guard Yuri and accompanying the others to New York after the psychic children are kidnapped. He participates in the final battle against the psychic researcher Geller and his son Psychoman, lending his strength to the effort to free the captured psychics and stop their plan for world domination. His role in this story is primarily that of a reliable teammate and backup to the ninja characters, who carry much of the adventure.

His key relationships are with his fellow Permans, particularly Perman No. 1, as well as Perman No. 2 and Perman No. 3, and he cooperates closely with the Hattori group, including the ninja Hattori, Kenichi, and their friends. He also shows care toward Yuri during her time with the group.
