He blames outlaw space pirate Captain Harlock for Earth's problems yet avoids direct confrontation, disregarding subordinates like Commander Kiruta who advocate for Harlock's elimination. When Kiruta later identifies the Mazone alien threat and sounds the alarm, the Prime Minister dismisses the warnings and brands Kiruta a traitor.
