Description
Earth's Prime Minister in 2977 AD personifies political apathy and incompetence. He consistently prioritizes personal leisure—betting on horse and dog races or playing golf—over planetary governance and emerging threats, fostering widespread public indifference and societal decay. He blames outlaw space pirate Captain Harlock for Earth's problems yet avoids direct confrontation, disregarding subordinates like Commander Kiruta who advocate for Harlock's elimination. When Kiruta later identifies the Mazone alien threat and sounds the alarm, the Prime Minister dismisses the warnings and brands Kiruta a traitor.
His ineffective leadership proves critical during the Mazone invasion. Ignoring early warnings from figures like Professor Daiba, he fails to mobilize Earth's defenses, relying on Harlock and the outlawed *Arcadia* crew to counter the aliens. Only when directly endangered, such as during a last-minute attack threatening his life, does he appeal to Harlock for help, offering citizenship rights in exchange. The crew rejects this offer, choosing instead to build their own society separate from his rule.
After the Mazone repulsion, he resumes passive, self-serving governance. As depicted in the *Endless Odyssey* OVA, he relocates to the luxurious Panopticon space station.
