He embodies the romantic hero archetype through individualism, stoicism, and rebellion against tyranny, fighting solely for personal convictions rather than external causes. Honor and ethics drive his actions, including fierce loyalty to his crew and defending Earth despite its rejection. Unafraid of death, he occasionally wears clothing with the number 42—a Japanese cultural symbol for mortality. Harlock originated on Earth, forging a lifelong friendship with engineer Tochiro Ōyama. Both joined Earth's military, attained high rank, then deserted after witnessing corruption. They faced conflicts like the war against the Machine Empire and encountered Emeraldas and Maetel. After Tochiro's death, Harlock commanded the starship Arcadia—housing Tochiro's consciousness in its computer—and assembled a crew including Miime, navigator Kei Yuki, first mate Yattaran, and Doctor Zero. As a space pirate, he challenged Earth's complacency and external threats.

In *The Endless Odyssey*, Harlock emerges from exile post-Mazone conflict to find Earth vanished, consumed by the fear-exploiting entity Noo. He recruits Tadashi Daiba, whose father died to the Noo, echoing their original dynamic. Mentoring Tadashi, Harlock emphasizes personal responsibility and confronting harsh truths. The narrative reveals Harlock executed Tadashi's father for colluding with the Noo, fulfilling a promise to kill him for betraying humanity. He tests Tadashi's oath of vengeance by offering him a gun, demanding he "become a man."

Other iterations deepen his lore: *Arcadia of My Youth* depicts his Germanic Harlock lineage and transformation into a pirate after Earth's defeat by the Illumidas, including his eye's loss. *Gun Frontier* features Old West ancestor Franklin Harlock Jr. as a comedic sidekick.
