Pan Ko Paat, known as "The Piper of Company 4," served as the former captain of Special Fire Force Company 4 and was previously an instructor at the Special Fire Force Training Academy. He possesses light-colored hair styled slicked back and wears the standard Special Fire Force orange jumpsuit with the collar partially open, always featuring a whistle around his neck.
Pan maintains a level-headed personality, prioritizing civilian safety above all else. This principle leads him to form tactical alliances with potentially dangerous individuals if it reduces casualties, though he acknowledges the necessity of concealing such alliances from higher authorities to preserve public-facing stances. He holds deep respect for his former captain, Sōichirō Hague, expressing discomfort with Hague's later fascination with the Adolla phenomenon. A notable quirk is his tendency to communicate critical information through coded whistle sequences, understood by few, often resulting in confusion among others.
As a Third Generation pyrokinetic, Pan's primary ability is "Buff Stacking," activated via his whistle. This power enhances heat resistance in individuals, reducing flame damage, and can amplify the pyrokinetic abilities of others. He also applies buffs to himself, significantly increasing his physical strength and durability to superhuman levels, enabling effective combat against doppelgängers. However, pushing his abilities to extremes, such as during his "Rending Multi-Stacked Drill" technique, places severe strain on his body and can destroy his equipment.
Pan first appears during the VS. Special Fire Force Company 4 arc. Later, he provides reports on the Great Fire in Tokyo and is placed in charge of a multi-company expedition to the Chinese Peninsula as Chief of Staff and Operations Commander. On this mission, he permits a team member, Takeru Noto, to reunite with his mother while others gather supplies, and he receives local warnings about hazardous gas and suspicious figures near their destination.
During the Amaterasu arc, Pan assists in civilian evacuations amid the Second Great Cataclysm. He witnesses a subordinate's death by a doppelgänger and grapples with despair over the catastrophe's scale until a broadcast from Company 8's Captain Obi renews his resolve. Confronted by a doppelgänger of Captain Hague, which fatally attacks a Company 4 member and injures him, Pan rejects the entity as a distorted mockery of the man he respected. To protect his colleague Karin, he overpowers the doppelgänger using self-buffed strength, breaking its arms and obliterating it with his Rending Multi-Stacked Drill despite the physical toll.
Following the Great Cataclysm arc, Shinra Kusakabe's manipulation of time reverts the event and restructures reality, resulting in Pan's revival.
