Huo Yan Li, also spelled Foien Li, holds a high-ranking position in Special Fire Force Company 1. He sports short, shaggy blond hair obscuring the upper half of his face, naturally closed-looking eyes, and a chin strip beard. His attire consistently includes a dark hat, dark cassock, light high-collared overcoat, skirt-like garment, dark shoes, and a cross-shaped pendant. After a critical injury, a fire arrow severs his right arm. Personality-wise, he contrasts with long-time colleagues Karim Flam and Rekka Hoshimiya, balancing a laid-back attitude with deep responsibility. He avoids unnecessary conflict yet rigorously enforces Holy Sol Temple formalities, including dress codes. Despite exposure of the Temple's corruption, his faith in its hope-giving purpose endures; he venerates the Sun God's benevolent aspects, rejecting the White-Clad's destructive dogma. As a Third Generation pyrokinetic, he generates combat flames and specializes in rapid hand-to-hand techniques to dispatch Infernals. His fighting prowess persists undiminished even after losing his arm. His background involves investigating clashes between Companies 5 and 8, consulting Leonard Burns. During joint training at the 1st Brigade Cathedral, he declines to fight trainee Tōru Kishiri. When an Infernal emerges in Company 1's jurisdiction, he commands its suppression. Discovering Rekka's creation of artificial Infernals, he and Karim confront and restrain him. A White-Clad arrow kills Rekka; as another targets Karim, he shoves Karim clear but loses his arm to the projectile. After Tokyo's great fire, he presses Karim about its artificial origins and White-Clad involvement. He reframes his arm loss as "God testing him," leveraging this perspective to spur Karim's cooperation. Promoted to Company 1 captain despite believing Onyango more suitable, he later addresses the 1st Brigade Cathedral alongside Karim regarding Tokyo's stone pillars, urging resistance against White-Clad-fueled public fear. He leads Company 1 against a sentient Infernal outbreak tied to the Great Cataclysm, directing Onyango to evacuate civilians while he, Karim, and Konyango engage the threat. He eliminates one Infernal to protect Konyango, then witnesses a Demon Infernal slaughter others before fleeing during a pillar-triggered earthquake. Observing Benimaru Shinmon battle the entity, he remarks on the imminent Adolla merger upon the final pillar's activation. During the Great Cataclysm, he perishes in the apocalypse but is restored to life when Shinra Kusakabe rewinds time to reset reality. His name derives from the Chinese word "火焰" (huǒ yàn), meaning "flames."
