Eishirou Sugata is a pivotal character known for his high intelligence, stoic demeanor, and obsessive pursuit of the unknown. As the founder and president of the New World Discovery Club at Sorami High School, he is a tall young man with light grey hair, green eyes, and rectangular glasses, almost always seen in his school uniform as it is his only set of clothes. His expression is consistently neutral and calm, rarely betraying any emotion regardless of the situation.

His background is marked by a profound family tragedy that serves as the primary engine for his actions. As the second son of a prominent political family, Sugata deeply admired his older brother, with whom he shared a passion for flight and gliders. After a trivial argument before a test flight, Sugata performed a substandard inspection of the glider. This oversight led to a wing detaching during flight, causing his brother's fatal fall. Blamed for the death, Sugata was disowned by his family, with his younger brother Yuugo becoming the heir in his place. This devastating event drove his lifelong quest to discover a New World as a form of atonement. After being disowned, he adopted a self-sufficient lifestyle, living in a tent by a river, growing his own vegetables, and developing remarkable survival skills that include defending himself against wild animals like bears with his bare hands.

Sugata's personality is a complex mixture of eccentricity and sharp intellect. He is deeply analytical and methodical in his research, often referencing historical explorers like Magellan and Columbus to articulate his ideas. Despite his serious and often unapproachable exterior, he possesses a core of kindness and is willing to help others, frequently acting as a mentor or advisor. He is known for his enormous appetite and an almost fanatical dedication to his goals, which often leads him to conduct dangerous experiments or drag his friends into perilous situations. In the anime adaptation, he frequently acts as a narrator at the beginning of episodes, providing philosophical context and foreshadowing events to come.

Sugata serves as the chief researcher and problem-solver within the story. His role is to investigate the mysterious black hole-like New World phenomenon above Sorami City, as well as the Angeloids and the floating world of Synapse. He is typically the sole official member of his club but considers Tomoki Sakurai an unofficial member and a key intellectual counterpoint. He is largely responsible for the plot's initial inciting incident, as his plan to observe the New World led directly to Tomoki encountering the Angeloid Ikaros.

His survival skills are extreme, honed by living alone in a tent and fighting wild animals. He is also a skilled engineer, capable of building and testing functional gliders and repairing complex devices.

His character development culminates during the final conflict involving Synapse. Driven to reprogram the Rule Obelisk to save his world, he is seemingly killed. In his final moments, he experiences a rare emotional breakdown, tearfully expressing regret that his dream of a New World only caused pain and asking Tomoki to end it. In this moment, he reveals that the New World he sought was not a physical place, but rather a world where he could feel he was allowed to exist. After his death, he is later resurrected by Tomoki's wish. Six years after the main series, in the spin-off I Love You!! Magical Angel Cosmos, he appears as a university student who has transitioned from living in a tent to an apartment, but he has not lost his passion for exploration and continues to pursue the mysteries of the world.
