Shinobu Kageno is a human student at Y-Academy and a member of the student Disciplinary Committee. He leads the school's Camping Club, which consists only of himself. His loyalty lies with the current chairman of the Disciplinary Committee, transferring from Nayu Kuruhoshi to Elna Amami after a leadership change.

Physically, Shinobu possesses fair skin, brown hair, brown eyes, and a distinctive ahoge. He wears the standard male Y-Academy uniform: a dark blue jacket with green pockets, blue pants, and brown loafers. A black armband with three thin white stripes on his left arm marks his committee membership.

Shinobu presents a cheerful demeanor during club interactions but exhibits serious commitment to Disciplinary Committee orders. His surname "Kageno" translates to "Shadow field," and his given name "Shinobu" (written in hiragana) means "Shinobi" or "Ninja," reflecting his covert scouting and ninja-like operational style. He pledges unwavering loyalty to the serving chairman.

His activities involve covert operations, including spying on the YSP Club and Ranto Kirigakure under Nayu's direction, transmitting footage from his phone to her tablet. Following Elzemekia's death, Nayu appoints him Vice-Chair of the Disciplinary Committee. The Camping Club serves as a front for disciplinary actions, such as a failed attempt to sabotage the YSP Club by adding hot spices to their food during a camping trip.

After Elna Amami becomes chairman, Shinobu and the Camping Club align with her. Acting on Elna's command, he later attacks Jinpei and Mataro during their attempt to rescue Emma from the Discipline Tower but is defeated. Despite these setbacks, he remains dedicated to the committee's objectives.

Shinobu's background includes a cameo in early episodes, with significant involvement in episodes YG023, YG028, YG029, YG034, YG040, and YG048. His favorite food is Buttered Chicken Curry.
