Description
Kiba commands Hazzard, a rebel faction challenging Earth’s oppressive Rodoist regime and its control over dwindling resources. A militaristic strategist, he prioritizes annihilating the alien Holy Mother monolith—a Rodoist symbol—to dismantle the cult’s dominance, clashing ideologically with Jeke, Hazzard’s pacifist founder. Their leadership rift strains the group’s unity.

Years earlier, during a skirmish with Rodoists, Kiba’s actions led to the accidental death of a civilian woman—later identified as Ran’s mother. This incident imprinted Ran with a thirst for vengeance, fixated on identifying her killer by distinctive chest scars. Kiba’s later choice to imprison Aira, a silver-haired youth connected to the Holy Mother, triggers her abduction by Rodoists and propels Ran’s dual mission to rescue Aira and exact retribution.

Kiba’s pivotal assault on the Holy Mother collapses when the monolith activates an impenetrable shield, exposing his tactical miscalculations. This failure, compounded by collateral damage from his aggressive methods, highlights themes of leadership fallibility and the costs of uncompromising militarism. His history before leading Hazzard, including personal motives beyond opposing Rodoist rule, remains undisclosed.

The character’s portrayal remains confined to the original OVA series, with no documented expansions into spin-offs or alternate narratives.
