Description
Chairman Harabote, also known as Harabote Muscle, presides over the Chōjin Committee, governing intergalactic Chōjin wrestling. Hailing from Planet Harabote, he possesses a short, round physique standing 165 cm tall and weighing 122–123 kg, often marked by a stern expression. His Chōjin Power registers at 450,000. A former wrestler himself, his signature techniques are the Body Scissors and Killer Key Lock.

His life is deeply entwined with Mayumi Kinniku, the 57th King of Planet Kinniku. Their lifelong bond of friendship and rivalry began in childhood when they discovered the imprisoned Nemesis in a forbidden Kinniku area. Nemesis tasked Mayumi with reforming the Kinniku Clan, an event pivotal to both their destinies. Harabote later halted Mayumi's quest for a third Chōjin Olympic gold by winning the 11th tournament himself, sporting long hair at the time.

As chairman, Harabote organizes and referees major events like the Chōjin Olympics and Survivor Match for the Kinniku Throne. Initially dismissive of Suguru Kinnikuman's perceived incompetence, he grows visibly frustrated by Kinnikuman's tournament successes. However, witnessing Kinnikuman's triumphs in the 20th and 21st Chōjin Olympics gradually earns Harabote's respect. He and Mayumi frequently stage exhibition matches featuring outdated techniques, much to spectator annoyance, adding comedy to their dynamic.

During the "Perfect Origin Arc," Harabote and his assistant Knock officiate clashes between Perfect Chōjin and Devil Chōjin, later witnessing General Devil's final battle against The Man in Australia. He referees confrontations with the invading Omegas in the "Omega Centauri's Six Spears Arc" and oversees Babel Tower matches in the "Unnamed Arc."

In *Kinnikuman Nisei (Ultimate Muscle)*, Harabote's standing diminishes due to age and faltering management. He nurses a personal grudge against Kinnikuman's son, Mantarō Kinniku, viewing him as lazy and undisciplined – a sentiment shared by Harabote's own son, Ikemen Muscle. During the "HF First Year Replacement Matches Arc," Harabote orchestrates a tournament pitting "Team Aho" (including Mantarō) against "Generation Ex," exhibiting blatant bias. He manipulates rules in Generation Ex's favor, such as allowing Dead Signal to use debris as weapons despite protests, citing technical legality.

Harabote has two children: Ikemen Muscle and Jacqueline Muscle. While close to both, he relates more closely to Ikemen yet holds greater respect for Jacqueline. He eventually retires as chairman, appointing Ikemen as his successor while assuming a figurehead role.

In English adaptations, Harabote becomes "Vance McMadd," a parody of WWE owner Vince McMahon, and the federation is renamed the Intergalactic Wrestling Federation (IWF). Though adopting the "Muscle" surname like the Kinniku family in these versions, he maintains no familial relation to them.
