Description
Kouyu Li is a high-ranking civil official in the imperial government, serving as the Vice Minister of Civil Administration. He was a street orphan who survived by running a street lottery with prizes of plum blossoms and bags of salt before being adopted at a young age by Kou Reishin, who recognized his potential and raised him. This background instilled in him both a fierce independence and a deep gratitude toward Reishin, whom he regards as a father figure. At the exceptional age of sixteen, he passed the rigorous official examinations as the top-ranked candidate, becoming the youngest person ever to achieve that honor. His intellect and bureaucratic skill are widely acknowledged, and he is considered a genius within the palace.

Personality-wise, Kouyu Li is intense, high-strung, and easily irritated. He is blunt to the point of rudeness, especially when faced with incompetence or laziness, and he often vents his frustrations aloud. He has a notorious lack of a sense of direction, getting lost in the palace within a few dozen steps, and can take hours to reach a destination that others manage in minutes. Despite this quirk and his short temper, those close to him recognize his fundamental decency and diligence. He is hardworking, loyal, and takes his duties seriously, always striving to do what is right according to the law and proper procedure.

His main motivation is to serve the throne faithfully and to contribute to a well-run government. Initially, he is assigned directly to the Emperor Ryuuki, a role that enrages him because the young ruler neglects his responsibilities. However, when Ryuuki agrees to be tutored and begins to engage with state affairs, Kouyu Li’s anger transforms into loyalty. He accepts an iris flower from the Emperor as a token of trust and thereafter works tirelessly to support Ryuuki, reviewing documents and advising on policies. He believes in the potential of the Emperor and dedicates himself to turning that potential into reality.

Throughout the narrative, including the second series, Kouyu Li continues to operate as a central bureaucratic figure in the capital. He often finds himself entangled in the political maneuvers of various noble factions and must navigate the complex web of court intrigue. At one point, a plan is put forth to have him marry Shuurei Kou, and this prospect flusters him, making him uncharacteristically shy and awkward around her. This internal conflict highlights a softer side beneath his prickly exterior and hints at a capacity for deeper personal attachment.

His key relationships shape much of his development. With his adoptive father Reishin, he shares a bond of respect and occasional exasperation, as Reishin can be both caring and infuriatingly cryptic. His connection with Shuuei Ran is a constant in his life; although he loudly denies being friends with the military officer, the two are inseparable and rely on each other in times of crisis. His involvement with Shuurei Kou begins as a reluctant tutorial arrangement, as he initially declares that women are nothing but trouble and refuses all marriage proposals. Over time, he comes to regard her as a valued friend and colleague, tutoring her in the knowledge required for an official post and gradually lowering his defensive barriers. This evolution reveals a growing maturity and an ability to revise his prejudices.

Kouyu Li’s notable abilities are concentrated in administrative genius, legal knowledge, and political acumen. He can parse complex documents, craft effective policy, and see through deceptive schemes. His intelligence is matched by an uncompromising work ethic. His one famous inability, an almost comical lack of directional sense, serves as a contrast to his otherwise supremely capable mind and makes him a more relatable and human figure. By the events of the second series, he remains a steadfast pillar of the civil service, using his talents to protect the throne and support those he has come to trust, even as the political landscape grows increasingly dangerous.
