Description
Medium Chief leads the Magical World while answering to "the executives," long-lived witches who fused with magic trees to extend their lifespans. Despite being among the youngest witches, she attained this high rank. Witches were exiled from the human world long ago; while most sealed their resentment into the entity Keura, Medium Chief secretly retained her bitterness about that exile.

She cultivates a facade of wisdom, grace, and benevolence, presenting herself as a fairy tale princess adored by animals and humans during Earth visits. This image successfully secures cooperation from figures like Washu initially. Her true personality, however, is manipulative, malicious, and deeply resentful of humanity, extending to human-associated roles like the Storytellers whom she excludes from her true plans, trusting only fellow witches. She excels at exploiting psychological vulnerabilities, sensing Misao Shinohara's insecurities and lack of self-esteem. She manipulates Misao with luxurious gifts, praise, and the title "The Maiden of the Dawn," intending to use her solely as a pawn to access Sasami Iwakura.

Her primary motivation is the belief that the human world is irredeemably corrupt. She plans to use Sasami Iwakura's unique light magic powers to revitalize the dormant executives, intending for them to lead the witches in conquering and rebuilding Earth, taking specific interest in Sasami for this reason. Her long-term planning is flawed: she discards individuals like Misao immediately after a single failed mission despite prior successes, replacing her with Ayane. Her manipulations lack follow-through, such as inviting magical girls to an expensive restaurant and leaving them with the unpaid bill.

When her plan to use Sasami's power fails, she makes the critical error of unleashing Keura, the sealed embodiment of witches' negative emotions, upon Earth. She cannot control this entity, leading to her defeat and downfall. Her role and motivations parallel earlier Tenchi Muyo! magical girl spin-off characters, notably sharing Ramia's role in corrupting a version of Misao and Romio's disillusionment with humanity and desire to lead a crusade against it.
