Fuupu is a spirit of the wind who originates from the spring of the sky. She is a mysterious fairy who first appears in the series alongside her counterpart, Muupu, around episode twenty-four. In terms of appearance, Fuupu is small, pink in color, shaped like a ball, and has the ability to float through the air. Her distinct way of speaking involves ending her sentences with the verbal tic pupu.

Personality-wise, Fuupu is characterized as being quite childish and playful. This playful nature sometimes means she does not listen to the main heroines, Saki and Mai, as attentively as she might. She is also described as having a somewhat timid demeanor. Along with Muupu, she displays a profound curiosity about the Land of Greenery, which is the world of the human characters, and their tendency to wander off can sometimes create unexpected challenges for their allies.

Fuupu's primary role in the story is to provide power and support to the Pretty Cure warriors. Along with Muupu, she uses the powers of the moon and wind to empower the Cures with the Spiral Ring Set. Specifically, she gives Mai Mishou the extra power needed during battles and acts as a reservoir of power for Cure Windy, Mai's more advanced alter ego. She is capable of transmitting her formidable abilities to allow Mai to transform into Cure Windy. Later in the series, both Saki and Mai use the Splash Commune to transform, directly harnessing the powers of Muupu and Fuupu.

Her key relationships are closely tied to her function. She is a pair with Muupu, a spirit of the moon, and together they serve the Pretty Cure team. She has a specific connection to Mai Mishou, as well as to Choppy, the bird spirit who is Mai's initial partner, through whom Fuupu channels her abilities. Fuupu and Muupu also share a significant, though indirect, connection to the Kiryuu sisters, Michiru and Kaoru. The sisters once rescued Muupu and Fuupu from a falling tree at the Fountain of Sky, linking them to the spirits backstory.

In terms of development, the introduction of Fuupu and Muupu marks a pivotal evolution for the main characters. Their arrival allows Saki and Mai to access new, more powerful forms as Cure Bright and Cure Windy, providing a significant boost in their battle against the forces of Dark Fall. Although Fuupu does not undergo a dramatic personal transformation, her integration with the heroines deepens from being a mysterious, slightly troublesome spirit to becoming an essential power source and ally in the fight to protect the World Tree.
