Originally designated Caramel Man 004, Obotchaman is an android created by antagonist Dr. Mashirito. Built from the same design plans as Arale Norimaki but configured as a male counterpart, he resembles a thirteen-year-old boy. His features include large blue eyes lacking visible pupils and short black hair forming two conical points resembling devil horns, complemented by thin round-framed glasses. His standard attire consists of a white polo shirt with a red necktie, light blue shorts with braces, yellow gloves, and black loafers.
Dr. Mashirito programmed Obotchaman to destroy Arale under the false belief she sought world domination. Obotchaman repeatedly failed this mission because he found her irresistibly cute and perceived no evil in her. Concluding Arale's creator, Senbei Norimaki, was the true threat, he attempted to target him. This backfired when Dr. Mashirito disguised himself as Senbei, causing Obotchaman to attack his own creator, leading to his abandonment.
Following abandonment, Obotchaman integrated into Penguin Village society, attending school alongside Arale and her friends. His dutiful, polite, and well-behaved personality contrasts with Arale's energetic impulsiveness. He harbors profound romantic feelings for Arale, often expressing sentimentality yet remaining too shy for direct confession. Arale reciprocates platonically, viewing him as her closest male friend while remaining childishly unaware of his deeper emotions. Their relationship evolves across the series, culminating in a future timeline where they marry and raise an android child created by Senbei.
A pivotal moment occurs during the "Who’s the Strongest in the World?" tournament. After Dr. Mashirito defeats Arale, Obotchaman dons a wig to impersonate her and confronts his creator. Enraged by Mashirito’s cruelty, he obliterates him using the N’cha Cannon attack, reducing his cyborg body to a single bolt. This act severs his last ties to his origins and solidifies his allegiance to Arale’s community.
Beyond Dr. Slump, Obotchaman appears in the Dragon Ball franchise during General Blue’s Penguin Village visit. He repairs a vehicle stolen by Blue from Suppaman, inadvertently attracting Blue’s romantic advances in the original Japanese version. Localized adaptations altered this: the English dub recast Blue’s interest as a belief Obotchaman was his long-lost brother Samuel, while the Latin American dub portrayed Obotchaman as female. He also appears briefly in Dragon Ball Super, caring for his pet cats when Arale visits.
His design pays homage to Astro Boy, reflecting creator Akira Toriyama’s admiration for Osamu Tezuka. Narrative parallels exist between Obotchaman and Dragon Ball’s Android 17; both androids eliminate their evil creators and form familial bonds with protagonists—Obotchaman through marriage to Arale, and Android 17 through becoming Krillin’s brother-in-law.
