Description
Li Yong Fa originates from the Chinese-themed city of Lycan alongside his older brother Wen Yong Fa, both confirmed of Chinese descent. Standing 132cm tall and weighing 30.2kg with blood type A and a December 9th birthday, Li typically wears distinctive red attire and a fancy hat, his B-DaBalls matching the orange-red color scheme. Personality-wise, Li initially presents as devious and mission-focused, dedicated to the Shadow Alliance's objectives. He demonstrates greater internal conflict than Wen when confronted with moral choices, showing hesitation during missions testing allegiance against growing friendships, positioning him as the calmer "blue oni" to Wen's brash "red oni" demeanor.

Serving the Shadow Alliance under Ababa, Li and Wen scout Yamato's skills and test loyalties, challenging Yamato and Bull to a tag battle on Delta Rock to secure Chrome Zephyr and expose Gray Michael Vincent. Li employs questionable tactics in these early encounters and participates in evaluating Yamato and Terry's capabilities using magical abilities distinct from B-DaBattling. Qualifying for the IBA Winners Tournament with a perfect score in Shoot the Gap, Li reaches the semi-finals against Terry McScotty. When Ababa orders Li to eliminate Yamato and seize Cobalt Blade, initial compliance falters. His encounter with Mie Delgado creates conflict; agreeing to help her only to capture her as a hostage fails repeatedly. During Hogs attacking Mie's café, Li hesitates at the chance to defeat Yamato, instead collaborating with him to repel the threat.

Li is visibly conflicted when pressured to destroy Terry's stolen Wing Ninja before his battle with Terry, showing clear reluctance despite Wen's encouragement. Following his loss to Terry, fueled by Terry's resilience and the power of friendship, Li reflects on his experiences and bonds, particularly with Mie. Witnessing Enjyu's harsh manipulation of Yamato regarding Gray and the unfair stipulations imposed by Ababa on Yamato and Gray's match leaves Li saddened and confused. The brothers defect from the Shadow Alliance during Wen's battle against Enjyu, choosing to "play fair forevermore." They ally with Yamato's group, assist in defeating News and Salz in monster form, and later return to help after witnessing Ike's B-Daman thefts during their journey home, rejoining the group to find the B-DaSage in Lycan.

Tasked by Armada to spy on Yamato's group in Lycan, the brothers discover the B-DaSage held hostage and agree to battle the captors. They receive new B-Daman: Li acquires King Rekuso (Red Dragon), Wen gets King Bakuso (Blue Dragon). Using these powerful new weapons, they easily defeat their opponents. Li later assists Wen in confronting Shegen in Wygene. While training Sly's trainees, including Ralf, Li gets distracted during a match involving Wen, leading to Ralf scoring an unexpected hit. When Wen battles Shegen, Shegen exploits knowledge of the playing field. Li combines his King Rekuso with Wen's King Bakuso, forming King Bakurekuso, enabling Wen's victory; this combination attack becomes a signature strategy.

Later, on a vacation island, Li and Wen resume spying on Yamato's group under Armada's orders. After helping defeat Neo Shadow Alliance soldiers, Li returns to report to Armada while Wen continues surveillance. Intercepted by Enjyu, Li is convinced to join the Neo Shadow Alliance as a fake defector to undermine Marda B from within, a true motive he cannot reveal to Wen. When Wen discovers Li with Enjyu, a confrontation leads to Li challenging Wen to a B-DaBattle, hoping to convince him to join. Li wins off-screen, exploiting Wen's inability to shoot at his brother, expressing regret afterward while reaffirming his commitment to defeating Marda B. Li and Enjyu gain entry into the Neo Shadow Alliance, but Cain facilitates Li's brainwashing by Marda B. Li operates under Marda B's control until Wen, Gray, Terry, and Yamato storm Marda B's harrier. A heartfelt battle between the brothers concludes with Wen defeating Li, freeing him from Marda B's influence. Li participates in the final combined assault against Marda B alongside Yamato, Gray, Terry, Enjyu, and Wen.

Li's primary B-Daman evolves from Meteor Dragon to the legendary King Rekuso acquired in Lycan. King Rekuso specializes in the Crimson Light attack and defines its ability by combining with Wen's King Bakuso to form the immensely powerful King Bakurekuso, utilized strategically to overcome opponents like Shegen, representing the peak of their brotherly synergy in battle.
