Description
Pan Tsui, the older twin sister of Tina Pan, forms the idol unit Hell's Kitchen. Both attend CS Production School as first-year students and compete together in jet racing, with Tsui acting as the Shooter who attacks opponents using water guns while Tina pilots the jet ski. Initially arrogant and selfish, Tsui pressures race officials by stealing another team's reservation to secure her preferred time slot. She displays pride in her idol status and racing accomplishments, though her haughtiness lessens after interactions with rival teams.

Tsui sports black hair in high twin pigtails secured by yellow ribbons, featuring symmetrical face-framing strands and amber-yellow eyes. Her casual outfit includes a bright pink schoolgirl-style top with white sleeves, a dark collar, and white ruffle trim accentuated by a pink waist bow. She pairs this with thigh-high white stockings edged in lilac trim, red heeled shoes adorned with pink bows, a purple rabbit brooch pinned to her collar, and a pink bangle. Her racing costume—doubling as an idol performance outfit—comprises a short white-and-gold Mandarin-style dress with a heart-shaped cutout above the chest, red and blue bows, matching thigh-high heeled boots, gold wrist sleeves, an upper-arm band bearing a bunny motif, and bright lilac rabbit ears.

She shares an intensely close bond with Tina, frequently displaying physical affection: cuddling on the same chair in changing rooms, hand-holding before jumps, placing hands on each other's waists, and executing coordinated "Jet Kiss" victory poses. Their racing philosophy centers on synchronization, encapsulated by Tsui's mantra of "becoming one with Tina." Outside competitions, she prioritizes idol activities, exemplified when crafting a jet racing promotional video that resembles an idol advertisement more than a sports promotion. This approach persists despite feedback, reflecting her consistent focus on leveraging racing for fame and exposure. While her hostility toward rivals like Rin and Misa diminishes over time, her core dedication to idolism remains unchanged.
